Amber city is surrounded by a sheer bluff but this does not stop enterprising individuals from chopping foot holds, building ladders, setting ropes and out right constituting stairs down the bluff to the sea bellow. No place is this breach of Amber security and law more prevalent then in the Fountain district. The Dogwater docks is now a term that applies to any small dock or outcropping made along the bluff of the city.  Though from time to time the City guards destroy them in a month or two they spring right back up. The waters off the East of the Fountain district are generally referred to as the Dogwaters for reason that shall not be become apparent for some time.
