As early as anyone recall the floating city has existed in one way or another. There has also been a few who felt that living on boats was superior to paying the high rents of the City. Slowly these scattered citizens gathered their boat together to form small floating communities. There communities grew until they dotted the inner harbor and soon became a navigational problem. It was Gerard who finally intervened and using a flotilla of small sloops came into the port one mooring and informed these small floating villages that from now on they were to stay clear of the main Amber water ways and that he has arranged for their relocation to the seldom used commercial docks of the Foundry district. Of course the people of the Merchant district knew nothing about this and were surprised to wake up in the morning and see that their district population had grown by a third. These "Squatters" as they are called are not well liked in the Foundry but both communities grew to tolerate one another. Soon it was realized that the Squatters brought necessary commercial trade to the once dead merchant water front. After some initial rioting and problems everything has simmered down between the Squatters and the Foundry.
