Description: Not official districts of Amber the mountain and Pen district are located just north of the East Gate of Amber. Here are the huddle mass's yearning to scratch out just enough living to afford to move into the city proper. Here in this ad-hoc district merchant and workers of the lowest level try to scratch out a living. The Mountain is also home to many hard laborers who do not earn enough to live in the city. The Pens are dominated by slaughter houses and holding corals for Cattle of all types. You name it's killed here.

  Type of Homes: Homes here very from simple brick and stone types to tents. Although property is deeded here by the city of Amber they are quick to point out that it is not part of the city of Amber.

  Type of Roads: Dirt, Mud, Stone and sand are the common types of roads. The roads here are not set out in any real order nor are they of any fixed style or design. Most streets wander then head right for Amber creating some interesting pie shape intersections.

  Make up of people: Every race of the GC is represented here. Few true Amberites live in this area unless they are down on their luck or simply working in a shady business that take them there. Most people are not here cause they want to be they are here because they do not have much of a choice.

  History: Not able to contain the huge influx of people even in the new Amber the city eventually spilled over it's walls and thus was created the unofficial districts of the Mountain and Pens. Grabbing what land they could those who could not make it in Amber took up residence.

            This was are exploded after OSW and still growing despite the Governor Generals attempt to arrest it's sprawl by erecting a moat and stockade around it's parameter. Though many thought it was for their defense it was an attempt to stop this slap dash city from spreading out into valuable farm lands.

            Though you may think that just incorporating this area into the city would be the logical step the cost in bringing law enforcement, Water and much needed sewer system here would be staggering. Also there is this problem with the roads. The roads here were not laid out with any other reason then going to Amber. This tangled web of roads is too hard to straiten out without great cost as well. Now the cost of walling in this area for protection would be greater then walling in new Amber because of the sprawl. Given the economic base they could never afford to pay the wall either.

  Current Information: The people of these districts in an attempt to maintain order have hired Regulators to keep the peace. There has been a rash of stolen goods showing up here but what the heck a merchant has to make a living too you know.
