The Prediction Monitoring and Evaluation Program was created at the request of the then current Branch Chief as a way to keep tabs on people making such predictions. A number of such individuals were getting a lot of publicity at the time and we realized that eventually someone was going to hit it big and get a lot of undeserved credit. The only way to counter this was to keep a record of everyone's predictions and evaluate their success mathematically. My program did so quite well and eventually included several hundred individuals and several thousand predictions. Unfortunately, Branch Chiefs come and go and the new one killed the project because it was not successful in finding any valid predictors.
