With the purpose of furthering the common good, the Ministry for Labor and Social Wellbeing has the most direct contact with Schwerdtan citizens. The Ministry has charge of the healthcare, pensions, and social welfare programs as well as employment regulations, workplace safety, and the compulsory service program.
Organisation of the Ministry
Three main divisions facilitate the efficient fulfillment of the Ministry's mission. A Deputy Minister oversees each division.
Labor Affairs
Schwerdt views the right to work as one of the basic rights. As such, the government has a role in assisting citizens with finding meaningful employment. At the same time, the workforce must be allocated to appropriate functions in order to adequately meet the needs of the common good.
Just as the state has an obligation to its citizens, so, too, must the citizens meet their obligation to the common good. In Schwerdt, all citizens must fulfill their compulsory service requirement. While military service is the most common means for this, the law permits other options, such as service with the police, in the government, or in such fields as healthcare and education.
Ensuring workers have safe and healthful workplaces serves the common good in several ways. The most obvious is the continuation of productive work. In a social state suh as Schwerdt, however, minimising injuries and illnesses preserves the efficiency of the healthcare system.
Health Affairs
Another right which Schwerdt views as basic and essential to its citizens is access to quality healthcare. For this purpose, the state provides wellness education and healthcare oriented on the prevention of illness and injury. Healthcare infrastructure is carefully managed to prevent unnecessary duplication while ensuring key services are readily available to citizens.
Healthcare providers work in a team-based manner to provide citizens with a holistic approach aimed at fostering life-long healthful practices on the part of citizens. This concept is, at the same time, highly individualised yet achieves an extremely efficient utilisation of the entire healthcare system. As a result, the cost of healthcare is maintained at a reasonable level even while it constitutes the largest item in the national government's budget.
Welfare Affairs
After leading productive lives which have contributed to society, citizens have earned respite. The state oversees the pensions program, which is financed by contributions from employers and workers alike. Stewardship of the pensions fund enables all workers to receive their benefit without placing an undue burden on those who may be in a distressed, yet essential, sector of the national economy.
Schwerdt, as a social state, feels a need to provide support to citizens who may be experiencing hardships due to distress in the overall economy, natural or other calamity, disability, or other temporary cause. The assistance scheme is oriented on enabling beneficiaries to resume contributing to society.
